This column performs one move, and it is the same every time: take a story being argued about and turn it from "what should we do" back to "what does it take for this to happen at all". When the national team loses, everyone asks how to make it stronger; nobody asks what football needs in order to occur on this soil. The form of hot-topic argument is remarkably uniform: all of it presupposes that the thing is already there, merely broken. This column walks underneath that presupposition, every time.
